Report: Digital Identity and Personal Data in 2020: Citizens’ Opinions and Motives

Building on data from a representative online survey among 1,000 German adults, the BRL Report № 6 offers insights about what motivates citizens regarding the use of digital identity solutions, such as Login-buttons (e.g. “login with Google”) or user name + password. Perceptions towards the motivation towards the sharing and the provision of personal data online as well as the trust placed in groups or institutions handling personal data are analyzed.

It is found that citizens see “trust” and “actual benefits” of digital identity solutions as the most important motives, whereas “social motives”, such as environmental motives, are subordinate. Citizens see the highest risk with sharing their personal data online in the possibility that it is used without their knowledge or their consent. In line with the finding that individuals are mostly motivated by the actual usability and benefits of identify solutions, they most likely provide their personal data for securely logging-on in apps or websites.

The highest level of trust towards the handling of their (or citizens’) personal data is placed in friends and family, followed by local authorities and government institutions. The lowest level of trust is placed in ‘unknown’ and internet companies.

As explained in more detail below, the results were identified in a publicly funded project on secure digital identities. They can provide a basis for the development and adaptation of identity solutions, provide a basis for the public to understand what motives and risks are relevant to citizens, and provide governments and authorities with insights into which entities should/could be identity solution providers and how citizens are likely to judge them regarding their handling of personal data.
